Release of the Policy Review of the National Competitive Grants Program Discussion Paper


Today, the Australian Research Council (ARC) and Department of Education have released the Terms of Reference and Discussion Paper for the Policy Review of the National Competitive Grants Program (NCGP).
The Minister for Education requested the Policy Review in his Statement of Expectations to the ARC. Its aim is to build on recent reviews by revitalising the NCGP to maximise the impact of public investment in university research.
The Policy Review will examine the fundamental settings of Australia’s flagship competitive research grants program to ensure, among other things, it is:
- well-designed and fit for purpose when it comes to building and supporting Australia’s capacity and capability across basic and applied research
- delivering visible returns on public investment, including through strengthened collaboration between the research sector and industry and other end-users, and
- aligned with other government programs involving support for, and investments in, research.
We would like to hear your advice and feedback in response to the Policy Review and invite you to make a written submission.
As part of the Policy Review, we are also undertaking in-person consultations with a broad range of stakeholders across Australia. We are engaging with university leaders, research peak bodies, ARC College of Expert members, and industry/end-user representatives.
The Review is being undertaken jointly by the ARC and the Department of Education. It is supported by a steering group, made up of members with expertise from Australian universities, industry, and government sectors. Following the conclusion of the consultation process, a final report will be delivered to the Government, through the ARC Board, in the second half of 2024.
Submissions are now open and will close at 11.59pm on Monday, 13 May 2024.
